With regards to statutory interpretation, I recall reading somewhere (a case, HMRC guidance or some commentary?) that absent anything to the contrary (in Hansard etc) the default view is that parliament’s intention is to legislate as literally drafted and that you cannot simply assume a different interpretation/purpose without some supporting evidence.
Does this sound familiar at all?
